One of the first things that one learns in business school is that when a plan is already underway, one doesn’t change it mid-way, and definitely not in a wholesale fashion. That appears to be what happened to Malaysia’s 12th Development Plan (aka “Malaysia Plan”) during its mid-term review, with a bathwater plus baby throw-out scenario. This then not only makes the achievement of the plan doubtful, but also raises the question of who is to be responsible for all the forgone expenditure of the original plan whose objectives have been abandoned. Quo vadis?
