Malaysia, a tropical country with plentiful rainfall, suffers from, paradoxically, water shortages. In one of the worst crises ever, taps ran dry in 2012 for most of the people in the economic heartland, the Klang Valley. It caused production halts and untold amounts of suffering for millions. This paper identifies a method how to ensure that such a crisis never happens again. Has it been fully implemented? Sadly, no.
