There’s a saying that calm waters hide many things beneath the surface. So it was with this issue; the question we wanted answered was where the huge amount of spending for CoVid-19 by Malaysia went to, whether it was funded out of budgetary Operating Expenditure meaning its funded by annual budget receipts, or via Development Expenditure, meaning the funds were borrowed. Along the way, we discovered many unsettling things about the Budget for the period under study (2019 to 2023). Check it out:
